Hungarian premier rejects EU’s ‘pro-war’ consensus on Ukraine, criticizes Zelenskyy’s stance

Hungarian Prime Minister Viktor Orban announced on Thursday that he has vetoed the European Union’s consensus on Ukraine and criticized President Volodymyr Zelenskyy’s approach.

Orban’s remarks came following the first day of a European Council summit in Brussels, where he reiterated Hungary’s opposition to what he described as a “pro-war” position within the EU.

European leaders gathered in Brussels to discuss the war in Ukraine, as well as economic, energy, defense, and foreign policy issues affecting the bloc’s security.

​​​​​​​Orban announced that Hungary will hold a referendum on Ukraine’s potential EU membership, stressing that his country will not support any common EU stance on the matter until the Hungarian people have expressed their opinion.

Europe’s new unanimity: Orbán doesn’t need to agree

European leaders are no longer relying on Hungary to go along with key policy positions on Ukraine. But that doesn’t mean Budapest can’t still cause problems.

Presidents and prime ministers from across the bloc met in Brussels on Thursday to sign off a raft of new commitments, from economic competitiveness to financial markets.

But by far the thorniest issue, as always, is delivering support to Ukraine — with Hungarian Prime Minister Viktor Orbán consistently opposing any efforts to step up military aid or progress the country’s application to become a European Union member.

Rules that normally require all 27 EU countries to agree on a joint statement for it to be issued on behalf of the European Council were firmly in the crosshairs two weeks ago, when he attempted to derail proposals for Europe to fill the gap left by an American aid cutoff for Kyiv.

Stefanishyna on referendum in Hungary on Ukraine’s membership in EU: Support of Hungarian citizens much more positive

Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine – Minister of Justice of Ukraine Olha Stefanishyna considers Hungary’s intention to put the issue of Ukraine’s future membership in the European Union to a referendum only as a small obstacle that will not prevent the opening of all negotiation clusters on accession in 2025.

“This is not a referendum, a written survey of citizens. Such a written survey also took place before the European Council’s decision in December 2023 to open the negotiation process. We have already gone through it. I think that the support of the citizens of Hungary is much more positive than the expectations of the Hungarian government,” Stefanishyna told reporters on Thursday in Kyiv, answering a question from Interfax-Ukraine about Ukraine’s position on Hungary’s announcement of its intention to put the issue of Ukraine’s future membership in the EU to a referendum.

She emphasized that Ukraine is confident that the issue of EU membership is a decision that has already been made, and “considers it as a small obstacle that will not prevent opening all negotiation clusters this year.”
