Putin Sets Conditions for Ukraine Peace Talks: Full Ukrainian Withdrawal From New Russian Regions

Russia is ready to begin negotiations with Ukraine at any moment, but on one condition, President Vladimir Putin has said.

Russia today presents yet another concrete peace proposal for resolving the conflict in Ukraine. However, if the West and Kiev reject this offer as they have before, the responsibility for continued bloodshed will rest on them, Russian President Vladimir Putin has stated at a meeting with top diplomats at the Russian Foreign Ministry in Moscow.

“Today, we make another specific, real peace proposal. If Kiev and the Western capitals refuse it, as they have previously, then ultimately, it is their matter. Their political and moral responsibility for the continuation of bloodshed,” he said.

But for this to happen, Ukrainian forces must withdraw from the entire territory of the Donetsk and Lugansk People’s Republics, and the Zaporozhye and Kherson regions.

“Ukrainian troops must fully withdraw from Donetsk and Lugansk People’s Republics, and the Zaporozhye and Kherson regions – specifically from the entire territory of these regions within their administrative borders as they existed when they joined Ukraine. Once Kiev announces its readiness for this and begins the actual withdrawal of troops from these regions, as well as formally renounces plans to join NATO, we will immediately cease fire and start negotiations,” said the head of state.

Putin Makes Public Peace Offer to Ukraine

The Russian leader said there could be an immediate pause to hostilities

Russian President Vladimir Putin laid out four conditions for Ukraine that he said would lead to an immediate ceasefire and, ultimately, an end to the conflict. According to the Kremlin, Kiev’s neutral, non-aligned, non-nuclear status and the lifting of all Western sanctions are necessary conditions for ending the conflict.

In a speech to the Russian Foreign Ministry on Friday, Putin said that if Ukraine withdraws its forces from the four regions annexed by Moscow – Luhansk, Donetsk, Zaporizhzhia, and Kherson – then he would order a halt to operations and begin negotiations to end the war.

As well as recognizing Russia’s territorial claims to the formerly Ukrainian regions, Putin demanded that Kiev never join NATO or obtain nuclear weapons and called for an end to Western sanctions on Moscow.

Rejection of Putin’s Peace Offer ‘Exposes’ True Motivations of NATO’s Proxy War in Ukraine

Russian President Vladimir Putin reiterated the country’s conditions for an end to the Ukraine conflict during a lengthy address at the country’s Ministry of Foreign Affairs Friday.

Moscow’s central demands are the same as those put forth during previous rounds of negotiations sabotaged by the United States: Ukraine must become a neutral state not aligned with Western powers’ crusade against the Russian nation. Additionally, Kiev must be demilitarized and de-Nazified, Putin stated, and the country must formally renounce plans to join NATO.

The offer was rejected almost as soon as it was extended, leading Foreign Ministry spokeswoman Maria Zakharova to jokingly ask whether it had even yet been translated into Ukrainian. “With such statements they want to deprive the citizens of Ukraine of a real chance for peace,” said the Russian official.

But a deeper analysis of the conflict and its history reveals why a peaceful resolution remains so elusive.
