The plane was shot down by the Syrian air defense units as Israeli’s F-16s effectively used it as a cover during the attack on its neighbor.

Russian forces in Syria will conduct drills in the international waters off the coast of Israel and Syria between September 19 and 26 following the Israeli provocation few days ago which led to the downing of a Russian Il-20 intelligence plane by the Syrian Arab Air Defense Forces (SyAADF).
A released navigational warning map shows that Russian forces will impose a no-fly zone covering most of the area around Israel waters during the drills.

They gathered over our huge IL-20 on top of a sort of “stack”, because of which the marks from both our reconnaissance aircraft and the Israeli F-16 merged. And the Syrian S-200 could not strike at them at that moment, since the “own-alien” identification system, sewn into the brains of anti-aircraft missile systems, did not allow it. But this system is only set up to prevent the rocket from launching on its own, but when it is already released, it can not be re-targeted.

An Israeli military delegation has presented Russia with a ‘situation report’ on the downing of the Il-20 plane in Syria, according to the Israeli Defense Force (IDF) press service. The Russian plane was downed on Monday, amid an Israeli attack on the Syrian province of Latakia; 15 servicemen were killed. The Il-20 was likely destroyed by Syrian air defenses by mistake. “Both sides emphasized the importance of the states’ interests and the continued implementation of the deconfliction system,” the IDF statement reads. Apart from shedding light on the plane’s downing, Israel has provided Moscow with evidence of what it calls the “ongoing Iranian attempts to establish its military presence in Syria.”

The Russian president’s spokesman said Friday that President Vladimir Putin had been briefed on what an Israeli military delegation had to share with the Russian Defense Ministry on the downing of its jet in Syria, but stressed a decision on the Kremlin’s next step was premature.
“It is too early to ask about that. You should ask the Defense Ministry,” Dmitry Peskov told reporters in Moscow after a query about the Russian government’s future relationship with Israel.
